MINISTRY OF FINANCE/RBI - APPROVAL BY FOREIGN INVESTMENT PROMOTION BOARD (FIPB), DEPARTMENT OF ECONOMIC AFFAIRS, GOI

i) Approval for foreign investment:

   FIPB Approved on 9-Jan-2006

ii) Approval for Import of Equipment and Machinery for construction and     maintenance:
    FIPB Approved on 9-Jan-2006


GOVERNMENT OF INDIA

i) NCZMA approval for Coastal Regulatory Zone (CRZ) clearance from Ministry of Environment and Forests,    GOI: MoEF issues - CRZ Clearance Letter to CWDL on 26-Oct-2006 ; Amendment to CRZ Clearance on 23-Mar-2010.

On 30-Nov-2009 CWDL referred to MoEF certain alterations in the Project. Expert Appraisal Committee for Building Construction Projects, Coastal Regulation Zone, Infrastructure Development and Miscellaneous projects recommended for Amendment to the CRZ Clearance.

ii) Department of Ocean Development(DoD), Ministry of Ocean Development, New Delhi:
   DoD Issued No Objection on 15-Feb-2006

iii) Navigational Safety in Ports Committee (NSPC), Directorate General of Shipping, Mumbai    (Ministry of     Shipping,     Road Transport and Highways, Government of India).
   NSPC approved on 12th April, 2006

iv) Indian Navy, Chief Naval Hydrographer, National Hydrographic Office, Dehradun. Block     Diagram submitted after obtaining the NSPC clearance.
    After Completion of the Project (Construction), CWDL will contact the office of the Chief     Hydrographer and have the area surveyed. (The area survey to be done as per NSPC clearance)

On 10-Mar-2010 CWDL informed NSPC about the completion of installation of Marine Structures. CWDL submitted Block Diagram to Naval Hydrographic Office, Dehradun for incorporation of the Marine Structures in the Navigational Chart. CWDL requested the Office of Directorate General of Lighthouse and Lightships, Noida to suggest for marking of the marine structures with necessary light beacons having Radar Reflector.

On 23-Mar-2010 National Hydrographic Office have issued a Notice to Mariners for incorporation of the pipelines of the CWDL in relevant charts and the area is being classified as 'No Anchoring Zone'..

 

v) Indian Coast Guards (Regional Head Quarters)-East, Chennai Application Submitted: .

vi) On 15-Feb-2006, Department of Ocean Development has accorded ‘No Objection Certificate’ to the     proposal of establishment of 100 MLD plant subject to CRZ clearance.



GOVERNMENT OF TAMIL NADU/LOCAL AUTHORITIES

i) Explosive License for storing Diesel/Fuel: Not Applicable for Diesel Storage < 1000 ltr.

ii) Permission from Chief Electrical Inspector for Installation:
   To be obtained after installation of Electro Mechanical Equipments prior to commissioning

On 4-Mar-09 CEIG has accorded the approval for New HV/MV & LV Electrical Installations of the Desalination Plant units.

On 13-Jan-2010 CEIG has accorded the approval for New HV/MV & LV Electrical Installations of Stand-by Intake Pump-house.

iii) Permission from Tamil Nadu Maritime Board:
   • Granted Lease for the required Coastal Land on 15-Nov-2005
   • Granted Approval for Marine Constructions/Off-shore Marine Facilities on 23-Nov-2005

iva) Tamil Nadu Pollution Control Board:
     Issued ‘No Objection Certificate’ on 26-Oct-2005.
     'Consent to Establish' issued on 17-Nov-2006'.

ivb) 'Consent to Operate' Registered on 31-Mar-2010'; Regn. No. CC10932; Consent Fee paid.

v) Permission for Cutting of Trees:
    No trees at the Proposed Land. Not Applicable

via) Plan Approval from Inspector of Factories: Obtained;

vib) Final As built plan (Revised Plan) submitted to the Chief Inspector of Factories:

vic) Applied for Factory License from the Deputy Chief of Factories Inspector, Thiruvallur District. Site Inspection Completed on 04-May-2010; 'Factory Licence Obtained on 27-May-2010'

vii) Permit for Plan and Construction of Buildings, Structures, in accordance with applicable building bye      laws: Obtained

viii) License from Labour Commissioner: Obtained

ix) License from Fire & Rescue Services of Tamilnadu Government: Obtained on 18-Nov-2009

CWDL Submits application to TNPCB

• Submitted application for obtaining Environmental Clearance as per CRZ notification on 5-Oct-05
  CWDL Makes Technical Presentation to Experts of District Level Coastal Authority

• Presentation to District Level Coastal Authority Meeting at Thiruvallur District Collectorate on 6-Oct-2005

• CWDL makes Technical Presentation to Expert Members of Tamil Nadu State Coastal Zone Management   Authority

• Technical Presentation to Expert Members of Tamil Nadu State Coastal Zone Management Authority on    24-Oct-2005

• Tamil Nadu State Pollution Control Board issues ‘No Objection Certificate’
  TNPCB issues ‘No Objection Certificate” on 26th October 2005, to CWDL with the condition that ‘  Consent to Establish’ will be issued subject to clearance under CRZ notification by MoEF GOI.

• Secretary to Government of Tamil Nadu (Environment and Forests Department) forward the   recommended proposal to The Chairman, National Coastal Zone Management Authority, MoEF for CRZ   clearance on 29-Oct-2005 

CWDL submitted ‘Questionnaire’ and ‘Application’ to MoEF Delhi along with the EIA report on 30th October 2005.

• CWDL makes Technical Presentation for Ministry of Environment and Forests clearance Technical    Presentation to the Reconstituted Expert Committee on Infrastructure Development and Miscellaneous    Projects, on 29-Nov-2005

Letter received from MoE&F dated 28-Dec-2005.

• In response to the queries raised by MoE&F vide their letter dated 28-Dec-2005, CWDL has taken the   following action :-

CMFRI STUDIES

1. CWDL approaches CMFRI for conducting Impact Studies on Marine Biological Entities

• CWDL submitted formal request to CMFRI, Kochi to conduct ‘Impact Studies on Marine Biological    Entities’ on 31-Dec-2005
•  4-Jan-2006 - CWDL executive met CMFRI scientists to enquire regarding the application to conduct the    studies suggested by MoE&F. 
•  5-Jan-2006 - CWDL submitted Project details to CMFRI on 5-Jan-2006.
•  12-Jan-2006 - CMFRI scientists visited the proposed Desalination Plant site and interacted with the local    fishing community.
•  Five Reminder Letters were sent to CMFRI, Kochi to expedite Studies on 9-Jan-2006, 18-Jan-2006,
   24-Jan-2006, 15-Feb-2006, 20-Feb-2006, 24-Feb-2006.
•  On 25-Feb-2006, CMFRI submitted project proposal and MoU Format to CWDL for conducting the    studies on “Rapid Impact Assessment of high saline effluent from the proposed desalination plant at    Minjur, on the coastal marine life and fishery”.
 On 28-Feb-2006, CWDL accepted the project proposal and CMFRI approved and signed the MoU for    conducting the studies on “Rapid Impact Assessment of high saline effluent from the proposed    desalination plant at Minjur, on the coastal marine life and fishery”.

•  On 12-Jul-2006, CMFRI completed the Final Report of Consultancy on “Rapid Impact Assessment of high    saline effluent from the proposed desalination plant at Minjur, on the coastal marine life and fishery”

2. On 02-Jan-2006, CWDL replied to MoE&F letter dated 28-Oct-2005 wherein various additional information sought, was furnished.

On 10-Jan-2006, MoE&F sends letter seeking more Information/Details for further necessary action
• In reply to the MoE&F letter dated 10-Jan-2006, CWDL furnished the following on 13-Jan-2006 ;

1. CWDL submited report on ‘Terrestrial Environment and Management (Supplementary Report)’
2. CWDL requested for ‘Consent to Establish’ with condition that ‘Consent to Operate’ will be issued only     after the CMFRI study is completed and mitigative measures, if any, suggested by CMFRI, shall be     employed.

• On 18-Jan-2006, MoE&F sends letter to CWDL seeking more Information/Clarifications for further   necessary action. MoEF asks CWDL to submit CMFRI report in this letter.

On 25-Jan-2006, CWDL replied to the MoE&F letter dated 18-Jan-2006.

• On 11-Feb-2006, CWDL submitted letter to the MoEF stating that CWDL had already submitted    clarifications on 13-Jan-2006 and on 25-Feb-2006 to their comments. CWDL requested MoEF to    consider according CRZ clearance enabling CWDL to start construction activity and the ‘Consent to    Operate’ can be issued by TNPCB subject to the condition of implementation of CMFRI findings.

•  On 19-Jul-2006, CWDL submitted CMFRI report to MoEF and requested to issue CRZ clearance
   vide letter dated 15-Jul-2006.

•  On 26-Oct-2006, MoEF issued CRZ Clearance for setting up of 100 MLD Desalination Plant and   allied    activities at Kattupalli Village, Ponneri Taluk, Tiruvallur District, Tamil Nadu by CWDL

On 10-Feb-2006, Directorate General of Shipping sent letter to CWDL provide with two clarifications regarding the NSPC clearance.

• On 27-Mar-2006, CWDL made presentation to NSPC for obtaining NOC laying Pipelines, Intake Towers and Outfall Diffusers in the Sea.

On 12-Apr-2006, NSPC issued Provisional In-Principle NOC for the project.



On 21-May-2007, NSPC extended Provisional In-Principle NOC for the project till 30-Apr-2008.



On 12-Jun-2008, NSPC extended Provisional In-Principle NOC for the project till 31-Aug-2008.

Composite “In Principle” Clearance Accorded

To avoid ANY PROCEDURAL DELAYS, Government of Tamilnadu vide GO MS 588 Industries (MIB.1) dated 10-Sep-98 have established Effective SINGLE WINDOW SYSTEM to accord all related CLEARANCES/APPROVALS/REGISTRATIONS/CERTIFICATIONS
